ChatGPT Ads Are Coming to Germany: What Marketers Need to Know

After launching CPC advertising in ChatGPT in the US earlier this year, there are numerous indications OpenAI will impliment a German rollout as early as September 2026. Here’s what the development means for brands and performance marketers in the DACH region. 

 

What do we know about ChatGPT Ads so far? 

OpenAI introduced ChatGPT advertising on 9 February 2026, initially offering CPM-based placements to a select group of US advertisers with a minimum ad spend of $200,000.  

In March 2026, OpenAI partnered with ad-tech giant Criteo, bringing over 17,000 advertisers into the ChatGPT ecosystem and opening the door to programmatic advertising. 

OpenAI has shifted to a CPC (cost-per-click) model since April 2026, with bids starting between $3 and $5 per click – removing minimum ad spend altogether. The move was seen by industry experts as a direct challenge to Google’s dominance in performance advertising. 

The shift from CPM to CPC is significant. As Peak Ace’s Head of Performance Advertising, Rene Wielenga, put it:

In March 2026, OpenAI reported $100 million in ad revenue from less than 20% of eligible US users seeing ads daily. 

Axios previously reported OpenAI expects to generate $2.5 billion in advertising revenue in 2026, with the company’s projections estimating revenue of $100 billion by 2030. 

However, recent reporting suggests OpenAI is failing to meet its own revenue forecast. Analysis conducted by marketing consulting firm Emarketer suggests that OpenAI’s advertising revenue from US users could fall 90% short of the firm’s own projections. Emarketer’s research also predicts that total revenue across all chatbots will generate only $5.41 billion by 2030. 

Expanding advertising on ChatGPT to new jurisdictions could be exactly what OpenAI needs to make up the difference. 

 

When will ChatGPT Ads come to Germany? 

Industry insiders and media agencies now expect the German launch in late summer to autumn 2026.  

There is some speculation about a late-summer – Autumn rollout in Germany, with recent job postings by OpenAI including Regional Manager, Ads Solutions (EMEA) and advertisements for Regional Client Partner and Customer Success Manager in Paris, Munich and Dublin.

Why have ChatGPT Ads Been Delayed in Germany? 

The delay in rolling out ChatGPT Ads in Germany is likely due to technical regulation. While Germany is the EU’s largest digital advertising market, but also one of the most heavily regulated. Three frameworks are shaping the timeline: 

  • The Digital Services Act (DSA): Requires OpenAI to maintain a public ad archive for all EU placements – infrastructure that’s currently being finalised. 
  • GDPR and profiling: German data protection authorities are scrutinising whether ChatGPT’s contextual ad targeting constitutes “profiling” under EU law. OpenAI will need a robust consent mechanism before going live. 
  • The EU AI Act: Portions of the legislation took effect in April 2026, imposing strict labelling requirements on AI-generated advertising that could be deemed “manipulative”. 

 

How do ChatGPT Ads work? 

ChatGPT ads appear in the format of a sponsored recommendation card, which will appear below relevant conversations. 

Additionally, rather than working with keywords, the ChatGPT ads rely upon “Context Hints” – signals derived from the entire conversation thread.  In other words, advertisers will be able to determine which conversations, topics and and keywords for which their products are relevant. 

Crucially, ads do not alter ChatGPT’s responses. They appear separately, are clearly marked as “Sponsored”. 

 

Who sees ChatGPT ads? 

Currently, OpenAI only displays advertising to certain users. This includes free-tier users, ChatGPT Go subscribers ($8/month), and unauthenticated visitors. 

There are currently no adverts for Plus, Pro, Business, Enterprise, and Education plan users, for users under 18, or alongside sensitive topics such as health, mental wellbeing, or politics.
